The City of Fowler is a general law city organized under and subject to statutes of the State of California. It is governed by a five-member city council with the mayor as the presiding officer. Members of the city council are elected at large for four-year terms on an overlapping basis. The mayor and mayor pro-tem are selected by the city council. The City Council regularly meets the first and third Tuesdays of each month at 7:00 p. m. in the City Council Chambers located at 128 S. 5th Street, Fowler, California, 93625. The City Council also acts as the Fowler Redevelopment Agency and the Fowler Public Financing Authority.
